Clay,
There has been a lot of talk recently in the state of Washington about EAS
add-ons and how to best implement an upgrade to the current EAS system for
CAP compliance. I would like to assist in this conversation and to help
with the general understanding of what a CAP Converter is, and is not.
Mostly what you see out there is a few EAS vendors hawking CAP Converters.
These CAP converters receive IP-based CAP messages and retrieve the EAS
specific header-field equivalents, and then honk the EAS header data using
standard EAS FSK frequencies to create an EAS message over an audio wired
output. This AFSK output is fed directly into an audio input on an FCC
type-certified EAS box. These types of CAP converters look like a non-FCC
type-certified EAS box. This is one of the reasons some EAS vendors have
expressed concern and want these devices precluded from use. Another reason
these may be a non-starter is that they will ultimately not fit-the-bill for
next-Gen EAS; they do not pass the extended text of CAP and they do not pass
a Governor's Must Carry flag from a CAP message.
The Trilithic EAS systems are EASyPLUS-for cable, EASyCAST- for broadcast,
and EASyIPTV-for Telco/others. These systems were the first in the industry
to have built-in Ethernet support. It is this support that allows for their
external EASyCAP server (not a converter) to function. This EASyCAP server
gets CAP messages at the specified URLs, as do other systems, however the
uniqueness here is that the CAP message is delivered to the EAS
Encoder/Decoder only via IP/Ethernet. Therefore, the content of the
original IPAWS-CAP message is preserved. This type of Intermediary server
acts as a retrieval and buffering system for the EASy series
Encoder/Decoder, almost like an aggregator. As well, because the EASyCAP
system is fully IP-based, one server can central-cast to up to 8 EASy series
Encoder/Decoders, creating a great deal less Internet and firewall support
for getting these CAP messages from both federal and state CAP sources. Many
Trilithic EAS Encoders already have Ethernet ports available, and in these
cases an Ethernet add-on is not required. Trilithic offers a Linux server
with EASyCAP software for those who desire the Linux operating system.
Trilithic also supplies an EASyCAP Windows service that can be run on
customer machines operating under Windows XP or later OS.

I just checked the Trilithic website and their solution is to install a NIC
in the EASyPLUS and hook it to a computer running Windows 7 and their
special software. Looks to me like the best solution is a new Sage. That is
what I did at my LPFM and what I am recommending for the LPFM that contacted
me about the issue.

How difficult is it to upgrade a Trilithic EASyPLUS for CAP. Or is it even
possible? A local LPFM has asked me to assist them with this procedure and
they have no technical personnel with their organization. Thanks for your
