We are pleased to formally announce that the Digital Alert Systems is the first company to have filed its Suppliers Declaration of Conformity (SDoC) for the DASDEC on the FEMA RKB website (www.rkb.us). We are excited and proud to be part of this major milestone in deployment of next generation CAP EAS.
An SDoC and Test Report have been simultaneously filed by Monroe Electronics, our parent company, for the R189 One-Net, currently in use by over 60% of the cable TV industry.
The filing of our SDoC, along with a copy of our IPAWS Conformity Assessment (CA) Program Test Report,follows the successful completion of FEMA's Integrated Public Alert and Warning System (IPAWS) Conformity Assessment earlier this year.
As noted by the RKB analyst we worked with, the DASDEC documents on IPAWS conformance are the first to be added to the Responders Knowledge Base.
The DASDEC is already listed on the Responders Knowledge Base (see https://www.rkb.us/contentdetail.cfm?content_id=252750, or go to http://www.rkb.us and search for "DASDEC").
Please refer to the "Knowledge Links" on the left hand column of the page for access to our SDoC and Test Results. I am told that the RKB plans to have a separate IPAWS certification category added toward the end of May, and these links will be moved to that new section when that is established.
According to the IPAWS CA Test Report, the process is designed to ensure that vendors who wish to provide hardware or software solutions to meet FCC and FEMA requirements conform to a range of program requirements:
- the Organization for the Advancement of Structured Information Standards (OASIS) Common Alerting Protocol (CAP) Version 1.2;
- OASIS CAP v. 1.2 USA IPAWS Profile Version 1.0;
- CAP EAS Implementation Guide Version 1.02; and
- FCC Title 47 of the Code of Federal Regulations (CFR) Part 11.
In sum, the IPAWS CA program verifies the DASDEC-II conforms to the FEMA Integrated Public Alert and Warning System requirements for receiving alerting messages from the FEMA IPAWS system. Test engineers with the Incident Management Test and Evaluation Laboratory (IMTEL) executed a series of test cases, under which the DASDEC-II successfully completed all requirements. This assures broadcasters and the public that the DASDEC complies with FEMA program requirements.
In addition to having successfully completed the IPAWS Conformity Assessment, the DASDEC-II maintains FCC Part 11 and Part 15 certifications.
Our Declaration of Conformity, which affirms that the DASDEC-II conforms to the Organization for the Advancement of Structured Information Standards (OASIS) Common Alerting Protocol (CAP) v1.2 Standard (1 July 2010), the OASIS CAP v1.2 USA IPAWS Profile v1.0 (13 October 2009), and the EAS CAP Implementation Guidelines by passing the test cases in the IPAWS Conformity Assessment Test Report in their entirety without exclusions.
If you have any questions about the conformity assessment or SDoC process, feel free to contact me.
Very best regards,
Ed
