[EAS] FEMA conformity assessment

As you know, the FEMA Conformity Assessment process has been 
proceeding in the background for several months.  I'm happy to report 
that the Sage Digital ENDEC has now successfully completed the 
process.  The next step is to file the test report on the Responder 
Knowledge Base (RKB) website, which we'll do after the NAB show.

The intent of the Conformity Assessment is to verify that alert and 
warning software and hardware products conform to the three standards 
documents, CAP 1.2, the IPAWS profile, and the ECIG implementation guide.
