The basis is that there is nothing inside the present EAS equipment, nor in
SAME, that identifies the source being the governor (or their designated
party) that would instruct the unit to perform - automatically - in a
certain way, ie, handle must carry. (as there is with an EAN)
CAP does have the ability to do this, but the legacy equipment does not.
Looking closely at the GMC matter in 04-296 I don't see how a converter will
work. Here in Washington State (were we have a working CAP EAS system) we
have 7 converters in place. We have discussed this at the SECC and have
concluded that they may have to be replaced. Washington will certainly be
one of the first to jump on board with GMC.
Certainly until the new applicable FCC rules come out, we are all left to
wonder a lot of things.
If it were my money, I would not try and save a buck just to keep in place a
piece of equipment that I am not so sure will work and would opt for
something that not only has features that the legacy gear does not, but is
obviously capable of being easily upgraded.
