Why, to me, CAP is mostly a bad joke.  Our primary internet
is cable--power goes out, cable goes down. Our secondary
internet is DSL, which does stay up, but, of course, is much
slower. Meanwhile, we are on generator. 

Reverse 911? Better have an "opt out" for cell phone
subscribers.  Many volunteer fire departments, even local
police have a reliance on the cell phone system to round up
their folks. All we need is to jam up the system during an
emergency.

Heck, no-one could call me for three days last weekend
because AT&T was playing games. I could call out--but calls
to my cell phone just went to voice mail.
