The problem is simply this - How does a legacy EAS Box know that it must 
interrupt the program line because the Governor (or their designated party) 
has a message that must be carried?    There is nothing inside an existing 
EAS Box that will do 'must-carry' beyond an EAN.

What about that lone EAS Box in an un-attended Radio or TV Station?

I can hear the dragging of feet, but until someone can explain how this 
would work...I see nothing  but totally new EAS Hardware in our future. 
FYI - I have clients here that have new Sages on order.
