Before this comment becomes a living internet legend... 

"...there does not seem to be any concrete plan at this time to
integrate the NWS centers into the CAP system."

I ask the list membership to consider this:  The FEMA IPAWS CAP
Aggregator is being designed to support CAP messages for the Commercial
Mobile Alert System and other potential consumers of CAP message not
just EAS participants.  In order to support CMAS the Aggregator must
process weather alerts and warnings.  While National Weather Service may
or may not currently support CAP 1.2 standard, an import function
providing for ingest of NWS weather alerts and warnings will be
implemented.  Because the Aggregator will also deliver Non Weather
Emergency Messages (NWEM) to NWS for distribution via National Weather
Service Radio (and perhaps other NOAA distribution systems)
interconnection between the Aggregator and NWS require special care to
avoid message duplication.  We should not assume that because something
requires care, such as including NWS warning products, that it will not
come to pass.
