        Tom, 
        The indications are that the FCC fully 
        expects the NPRM to go out before the
        end of this month. 

        I have been told that we will have
        a "full opportunity" to tell the FCC what
        we think of the Part 11 Rules and how 
        folks who use the system can improve it.

        Keep an eye out  for the NPRM and if
        the industry makes logical, reasonable
        requests, the process might even
        surprise us all with regards to its success.
