Yes, the tests conducted by the Kentucky contractor for FEMA
were only to determine if the devices would meet FEMA's CAP
standards. 

There are no standards for FCC part 11 CAP compliant
devices.  I would imagine that the next step will be for the
Commission to complete their long-pending EAS rulemaking and
issue changes to part 11.  Which will probably then include
some kind of standards and certification procedure for CAP
compliant decoders.
