That's probably true of any supposed "CAP compliant" device.
 I am not sure whether the manufacturers even know if their
units passed the FEMA lab tests yet.  Jim Gorman hadn't
heard anything when I talked to him at the radio show in
September.

I fully expect the FCC to require some kind of certification
process for CAP decoders, which also means that they will be
releasing new rules specifying what is required for these
decoders to be certified.

But the add-on box route, long-term, looks to be the most
promising. There is a huge installed base of existing EAS
decoders, some, like my new G-R unit, not that old.  Also,
there are some very real installation problems. What about
where there is no internet access at the present EAS decoder
location (more likely a problem with some small cable
head-ends)? 

2009 we were down 20%; 2010 we are breaking even, thanks, in
large part, to buying out our direct-format competitor.  I
am still paying down $5K in regulatory fees I put on my own
credit card.  I am in no particular mood to shell out a lot
of money for dubious technology that serves no real purpose
except to keep the regulatory wolf from my door.
