The big part of the cat and mouse was that VOA and RFE had sites that were single hop to their Eastern European targets along with some that were ground wave. With 250 kilowatt shortwave transmitters feeding 22 DB gain curtains at the optimum frequency for the particular day part that's almost 40 megawatts ERP. With a signal like that jamming can only do so much.
