At high modem throughput it isn't. Blue Boxes might sometimes (but probably not) work at reduced bitrates over VOIP, just as a computer modem will sometimes (but usually not) work at reduced bitrates over VOIP. If you own a 56k modem, though, you probably won't like connecting at 2400 or 1200 through VOIP (though on a couple of occasions I did manage 9600 on Cox VOIP). Blue Boxes won't even go that low - their lowest connection is 9600, and that provides voice quality with a specified frequency response of 20 Hz to 4.7 kHz if you can get it to work (and you probably can't).
Cowboy nailed it - the proof id in the math. If you want to use a Blue Box you need POTS copper at both ends.
