Is the machine you're think of called a Soundscriber?  The one I remember
working with years ago used similar tape running pretty slowly, but did
helical scan recording like VTR's.  The sound quality was poor, but good
enough to understand voice quality material.  I believe that they were
primarily used to record telephone calls coming into police stations, or to
record air traffic control conversations.
