The US does exactly the same thing in other countries. The VOA was even buying 
time on Russian domestic outlets until their government stepped in and put a stop to it.

Why else would the BBG have recommended phasing out most of the VOA and RL short-wave 
transmitting facilities, both in the US and overseas?
