As to the auction rule waiver granted this week, check out what Commissioner
Pai said in his dissenting statement:

"So here's a riddle: How is it that one television station in a small market
selling 16 percent of another station's advertising is conclusive evidence
of "undue influence" and an intolerable end-run around our rules, but an
investment firm's scheme to lease every last speck of its spectrum to two of
the world's Fortune 50 corporations does not even justify a presumption of
"undue influence"? Whatever happened to the old admonition "follow the
money"? Why follow 16 percent of the money, but not 100 percent of the
money? Yet again, today's decision offers no answer. And there is none. A
foolish consistency may be the hobgoblin of little minds, but a deliberate
inconsistency is the ogre of arbitrariness."
