[BC] WestwoodOne changing to Wegener receivers

With the NPR Public Radio Satellite System they switched from dual channel
IDC receivers to four channel IDC receivers virtually identical to the WW1
"max" IDC receivers. It was at that point that PRSS decided to "lock
down" local control of the tuner channels--so it looks like the commercial
guys are just late to the party on that game. Control was only allowed via
the web portal and you could only have one program on two channels at any
given time. As a concession they DID allow the old receivers to remain in
use as "fixed tuned" receivers, bypassing the web portal.
