I cannot help you on the first problem, no experience there.

Oh your second problem:
You use the 32 bit java but you need to have the path in the environments.   

The way I get there is to R-click on "Computer" from the start menu.
Click on Properties,
Click on "Advanced System Settings"
On the "Systems Properties" window, Click on the "Advanced" Tab
Click on the "Environment Variables" button.
In the "Systems Variables" section (lower) highlight "Path" then click the "edit" button.
Place the cursor in the path field and arrow to the end.
After the last ";" (add one if missing) type or paste the location of the 32 bit java.

 On my computer it is: "C:\Program Files (x86)\Java\jre7\bin"

Or you can just call WO tech support and have them remote in and they will do it for you.

But Playlist Editor will indeed run on Win7 64 computers.
