You might consider a Free-To-Air MPEG satellite system. A receiver and
a one meter Ku-band antenna and LNBF is about $200. Add a salvaged
C-band antenna and you'll be able to receive most of the basic OTA network
signals. While there is an initial equipment cost, there are no program
subscription costs. Take a look at www.global-cm.net.
