What Massachusetts should do is make it illegal to *advertise* on a pirate
radio station. The pirates will always make themselves hard to find, but
advertisers will be easy to find, and since they are the source of the
money that keeps the pirate on the air, I say go after them. When the
owner of the local pizza joint gets fined by the Commonwealth, he's not
going to want to do any more business with pirates, and the pirates will
go away.
Oh, and make the law apply to "underwriting", too, in case anyone should
make the argument that an ad isn't an ad.
