Good that you have such concerns.

But have there been any FCC actions ("NOUOs") related to the overmodulation 
of carriers radiated by unlicensed AM or FM operators/operations?

When reading the FCC NOUO actions relating to Part 15 AM/FM systems, they 
all relate to exceeding the __carrier__ field intensities legally permitted 
to unlicensed operators.

No record about the modulation of those signals is made in any of those 
NOUOs.
