IMHO, had the FCC not screwed things up so badly, there would be
no need for pirates.

Consolidation, only the big kids can afford to play.
Auctions, guarantee that the little guy can not even afford the ante.
Saturation, make sure that more than 1% profit margins at depressed
wages is simply not possible without a mega-cluster.
Go further, create a service ( LPFM ) where profit is illegal !
Fund PBS and the Corporation for Public Broadcasting to compete with *all* community voices.
Fine out of existence the remaining community voices.
Promote everything *except* the airways the FCC was created to protect.
ergo, *except* for government, there would be no pirates to deal with.
OK, it isn't quite that simple, but almost.
The short version is that government has created the reason for pirates.
Remove the motivation, and there will be none. ( or few enough to handle )
