 Sounds like China operations as usual. The remaining US operation may be __fined__ because according to US law, when a company is to lay-off 10% or more of its (permanent) work-force at one time, the employees need to receive 30 days notice. That's the reason why a 30% reduction in force requires 4 layoffs, 9%, 9%, 9%, and the remaining if you want to fire everyone on the spot.
