WOIO RF Channel is 10.

19.1 is 1080 I
19.2 is 480 I

The 480 I is easier for your tuner to decode under bad conditions.  (less Bits)

They run 9.5 KW ERP,  Not much power as High V TV's run.
They have to protect a CH-10 across the lake.

They have a Translator in Shaker Heights on RF CH-24.

By comparison The Fox affiliate WJW TV8  is actually on RF Channel 8.
They are running 11 KW ERP, also not a big signal.
