I know the feeling......I am so used to using these, and others, that I don't think that others might not be fluent in them.
SECC- State Emergency Communications Committee. The person(s) that write the individual state plans.
EAS-Emergency Alert System
NPRM-Notice of Proposed Rule Making (also known as BOHICA (Bend Over Here It Comes Again))
PEP-Primary Entry Point. Radio stations that receive a direct EAN feed from DHS/FEMA for retransmission.
SP-State Primary, First radio station in state relay system, not to be confused with PEP, above.
ETRS- EAS Test Reporting System. Electronic reporting system used for national test and proposed for future tests as well.
CUID-Community Unit IDentification number. Issued by the FCC to the Cable industry to identify the communities they serve.
CSRIC-Communication Security, Reliability, and Interoperability Council. See link below for full explanation.

EAN-Emergency Action Notification. Can only be authorized by NCA (National Command Authority) and is the nationwide EAS alert.
PSID-Physical System IDentification Number. Again, a term used by the Cable folks. Each headend has a PSID issued by the FCC
