If the commission is really interested in knowing if everyone gets
EAS info, why not just have stations setup their Endecs to
automatically email EAS alerts, tests, etc, to an email address at
the FCC. Since most Endecs can send emails, and since those
emails include the call letters in the subject line and a copy of
the message received and/or sent in the text, as well as the
source of the message, I would think that it would be a fairly
uncomplicated matter for the commission's IT people to setup a
server that receives the emails, reads the data, and enters it
into a database. The database could be sorted by station, alert,
test, etc.
Such a scheme would not only make it automatic, but would greatly
reduce the potential "fudge factor."
Just a thought.......
