Here's an idea I recently came across: "paint" it with cement. Mix up 
some cement and water and paint it right on with a brush. Not too much 
water, and you have to keep stirring it. I live on the coast, and this 
has worked well to seal up concrete from salt spray. It stays clean 
looking for years by itself -- I've heard of some who leave that as the 
final coat on utility buildings. You can paint it as well, and it makes 
a better surface for painting than bare concrete block.
