Couple things...
If the concrete is not exposed to salt or anything else corrosive to
concrete, it is my opinion to not coat the sides except with a thin
layer of light color paint made for concrete. I use light color
paint/coat the pier top to protect against anything staining from water
washing from the tower and prevent moisture ingression from the top.
***Do not*** use anything which is flexible such as roofing tar, plastic
or a dark paint. You want to be able to detect and see/inspect any
cracks or defects as they appear and to track for further deterioration.
Light colored paint will more readily show and highlight new cracks as
they appear or as ones evident prior to painting become worse.
Now...if the pier is spalling, the concrete has already started to fail
and the problems run much deeper than the surface. It's a very different
problem and requires a very different plan to remedy.
