The Broadcast Endorsement was required at WVPH before you could get your own show.  The incentive worked -- imagine a whole class of fifteen year olds learning to read meters!

We were more fortunate -- when 80-90 came out, the Board of Eduction stepped up and did the upgrade to Class A.  100 watts, whoohoo!  It's still there today.  Our time-share partner over in Highland Park (WVHP) was not so lucky.
