It's been a little while since college, so bear with me if I'm
thinking about this wrong.

It seems to me there would have been harmonics in the illumination
gear, and that a sensitive-enough receiver would have been swamped out
by the carrier (necessity puts it close to the illumination gear, they
wouldn't have had the whole city to play in) but if the modulated
return were available at all harmonics perhaps they found it more
easily recovered off F2.  It might have sounded like intermod if I'm
thinking about it right.
