Hmmm...I guess circuit switched doesn't make as much money.  That the
tariff for circuit switch hasn't kept up with the times.

Circuit switched doesn't need to go away. The artificial limits not
allowing packet and circuit switching to share non-tariffed pipe lines
needs to go away.
