[BC] PPM: another chance to game the system

PPM has all but forced stopsets to bridge the quarter hour posts. There are days and hours where every music station is in a stop set save an outlier who started early and finished or is running long. Or has a format which isn't PPM sensitive. For the msuic stations, the 4 and 5PM hours here are two of those hours at :15 and :45 past each as is the 7AM hour.  And they're typically *long* stop sets. Often 6 spots. Some--more.  Then the all news station runs about 16 minutes an hour with a majority of them in Q3 and Q4. But not aligned with the Q-hour posts.

I guess less isn't more....
