[BC] An Omen?

I had the pleasure of working with an FCC
regional inspector that was there to address
a severe case of second harmonic interference.
The FM was overwhelming a VHF TV aural
signal in the city of license for both. He was
exceptionally gracious to the FM engineer that
was not being particularly cooperative and
somewhat argumentative. After showing him
the spec-an displays, both his and mine, and
requiring on/off tests to assure all there of the
severity of the issue. He allowed the offender
to only run the exciter till a harmonic filter was
acquired and installed that had additional notching
at the second. Of course none was in use to begin with, and it was a NCFM. There was a small area
of interference still with just the exciter, but it was
confined to the surrounding block of the church
located xmission site.
 He could have, and explained carefully to the FM
rep, required a complete shutdown.
