Wasn't there a case where an FCC inspector requested a LA FM station to
temporarily reduce power to facilitate an RFR compliance measurement? The CE
refused and the station was fined? This was a few years ago.
As for length of discussion, the legal system has one buzzword: "precedent".
If a discussion is lengthily it is open to interpretation by all parties.
Covering one's bases is a method to (hopefully) ensure a favorable outcome.
