I don't know if it is that simple. Suppose a FCC inspector came to your station and ordered you to immediately shut down your 50 kW clear channel radio transmitter. Are you required to do so?
I do not think that the licensee has an obligation to do something at the whim of a FCC inspector -- only when it is shown that continuing operation is "harmful" such as "interfering with aircraft navigation or communication."
Interfering with a competitor does not constitute such an emergency requiring immediate action. A FCC inspector who really wants to find out if something is interfering would have scheduled an appointment so that systems can be shut down and restarted as necessary to troubleshoot. Something smells.
