   I think was sheer frustration.  The FCC apparently didn't do a great 
job vetting the applications, which led to the fight.  Maybe they 
shouldn't have granted the application that moved the translator from 
106.5 to 106.3.  Interference with the Eatontown station seemed to be 
inevitable.  Maybe the move to Sunnyside shouldn't have been approved 
either for the same reason.  But they were.

   My guess is that the FCC decided to fine Apple largely to save face.  
They ultimately gave the Apple folks 99% of what they wanted, and 
frankly, It doesn't seem that the Apple folks did much wrong. Think of 
it as a "fee" for slogging through six different pleadings on a "the 
minor change application from hell."
