[BC] EAS tones need to be

One of the things we asked the FCC about in the last year was a stronger statement about the use of EAS tones or "simulated" EAS tones.

This week, in case you didn't see it, the FCC came out with, not only two cases where either a fine was proposed or a "voluntary contribution" received, but two Public Notices.

There is no need to update the "Singing EBS Test" tape. Nor is there a reason to "simulate" tones for attention.
Not in programming. Not in Commercials. Not anywhere.
