[BC] FCC response to complaint about incorrect tower registration information

If the tower has tenants or other FCC licensees or permittees, ***they***
should be concerned.  It's ultimately on them to make sure the structure
is compliant.

If you're so inclined, contact/search the county's tax assessor's web page
about the property owner and where the property tax bills are sent. That's
a public record. Pretty good chance the property owner of record either
owns the tower or knows where to find the the tower's owner. I suspect
that's the course the FCC would follow in their search. Especially if the
lights are out or there is an obvious obstruction hazard.

If the property owner doesn't own the tower, my sense is they'd very
willingly give the FCC all the contact information they have on the tower
owner lest they be deemed the owner by default and subject to the
consequences.
