[BC] DST for the rest of you

I seem to recall the same thing. It wasn't just Minnesota 
however...though they were the biggest state to bellow. Folks all along 
and north of the 43nd parallel from Maine to Washington screamed child 
safety in the morning for not having 12 month DST. Especially following 
an overnight snow event where plows may not have made it everywhere 
before the buses run.

Also a general comment.  The PODUS can only sign those bills passed by 
both chambers of Congress.  While GWB signed the bill, blame Congress 
for creating the mess and then the current "remedy.
