Dave,
If I remember the numbers correctly off the top of my head, the two
WFIL towers are about 50 electrical degrees at 560.  They are both
top loaded by about 40 degrees to make up the electrical length to
bring them to quarter wave.  You are correct about the power
levels.  Even with the top loading, the system is so inefficient
that WFIL runs the higher power levels to make the equivalent of
5kw coverage.  FYI...the reason those two towers are so short, even
though they were new construction specifically for WFIL in 1997,
was that Whitemarsh Township decreed (in their infinite wisdom)
that the new towers at the 990 site could not be any higher than
those that already existed, all of which were 250 feet.  

By the way, WFIL tower 3 / WNTP tower 4 is not top loaded so that
the tower height remains about 90 degrees for WNTP 990.
