 Largely due the efficiency loss due to short towers.
 They're all 250 feet, as I recall.
 Two of them ( the two WFIL only ) heavily top loaded with
 sloping guys, and the third not, because it's shared with WNTP.

 If I remember correctly, ( and I may not ) the power increase was
 to bring the measured field up to the level it should have been
 after "ratcheting" back to meet the rules at the time.
