The problem with using HD2 as an STL for a translator is a few items.
1. The translator has to be within the RX distance of the main signal...
2. If they play spots on the HD2, they owe iBq money (remember that
revenue sharing idea?). Even if they're feeding an analog station with
it, so in reality, it's an STL that costs you 1-3% off the top on
every ad that airs.
3. HD drops off regularly and nobody notices... the problem is
obviously compounded if nobody is listening to your translator. :)
4. Nobody knows how to program the HD2's because the PDs could care
less about them. Last time i was in Nashville for CRS, someone said
they spent the most time ever (a few weeks prior to CRS) programming
their HD2... 35 minutes.
5. For the longest time there was an "FCC moratorium" on selling HD,
most sales goons haven't been told that's not the case anymore, and
probably by direct order of the GM who doesn't want to write a check
to iBq, or the sales goon doesn't want the 1-3% taken off the top of
their commission, either/or.
I'm sure there's other reasons not to do this, not even talking about
power bills. :)
