Use the same wire utility companies use for power distribution, steel-cored aluminum.

Four elevated radials, insulated on their outer ends, connected to ground near the tower, have been shown to have essentially the same field as a conventional 120 radial system. They are in use in tidal areas world-wide to solve the problems with effective antenna height. The only "ground" they need is for lightning protection.
