[BC] Harris SX-1 Help?

 Hello Guys
 I am  attempting  to restore a Harris SX-1 transmitter from the dead.
I have it to the point where it turns on, but no RF output. No current indicated.
I have checked every fuse in the box all test OK.. Checked all Mosfets. all tested OK
 
 Upon  hitting the power switch.. 
 at #00   I get no alarms indicated
#01 I get 240VDC
on the meter I can get up to the 99 Volts 
 No output.
all the fuses pass at 119
all the temps are around 25-32  OK
However  I thought I should get
 at #10  an indication of 100( IPA)  I get 14
THe IPA board tests OK.
PDM issue?
 when I first got the unit 
It was 100% dead  would not even energize.
 I had an osc board issue(alarm code 4)
 Fixed that.
and a #2 alarm over current ( resolved that also.)
all the voltages are there..
240Vdc
99Vdc
+5V
+15V
+10V

 But still no RF Out... what am I missing??????
 any help would be great..
