FYI the rules are fairly clear on this.
Only stations that are co-owned and co-located may use a single EAS encoder/decoder or EAS decoder only. This requirement does not apply to receivers of CAP converters. The outputs of receivers and CAP converters can be shared by stations in the same location whether or not they are co-owned.

a local consolidator.
they apparently use one encoder for multiple
stations .. and the "sent by" is the corporate name
rather than a set of call letters. If there is an
"entity" that owns the transmitter, for example,
in common, that should work.
If there is a single owner and a usage agreement,
I would believe the PSHSB would say it is OK, or
at the least, grant a wavier on holding multiple EAS receivers...
As usual, as they say, I don't even play a lawyer on TV,
so my advice to be 100% is ask someone.
