No, not exactly. It's about a time shared group of
stations that all jointly own a common transmitting plant.
They will have a CAP converter, but not three of them since
there's only one airchain.
In the case of a simultaneous alert when using an interrupter,
stations are only required to air National and, eventally, Governor's
must-carry messages. In both cases, these would come from
CAP, assuming it's operational. Any other alert is optional.

I believe this thread started about an LPFM that will not have
equipment in house by the deadline.
I wonder if they would fine the station for non- compliance if it was
off the air? Shutting it off could buy 6 months.
