The reason it won't work is that the 
CAP duck farts are likely to be masked by 
the other audio source, so the decoder 
probably won't trigger during an alert.  
                        
Any signal sent in the audio passband is subject
to the same types of masking problems.  We've built 
a lot of custom FSK decoders for a radio network and 
FSK is definately not immune to masking.  That's why the 
duck farts are always sent in the clear.  This situation
affects other stuff like DTMF, too.

If one of the sources was something like a 
news format, it might work but even then
you couldn't guarantee 100% reliability.  If you
were lucky enough to get the decoder to trigger, 
then you'ld get a scrambled message with both audio
sources mixed.  This would be confusing at best and 
at worst, might be unintelligable.

Haven't tried it meself, but I'm not certain that's the case.
 
 What's received doesn't have to be broadcast quality, just
 discernable by the jock who will transcribe and reannounce.
