For AM, it's really based on the common point meter (or base current for
omni's). Remember, AM's are licensed on current, not power. And current
increment is Square root of 2 of power. So your window on DA's is
really 95-102% licensed ***current*** for an equivalent 90-105% power.
Others have pointed out the 108% of standard for 5KW and below and 105%
for 5.1KW and above. (Hence the reason for 4.65 on 1KW DA's and only
4.47 on omni's @ 50 ohms). That is then factored into the current meter
reading which is the licensed parameter. It's that licensed parameter
which is 95-102% current or 90-105% power. Not TX power on AM's.
FM's which are direct read follow the 90-105% exclusively.
