While running in DA mode yes, otherwise no. You are allowed by rule to 
add 5% in DA mode to compensate for losses in the phasor.

The limits are 90% to 105% of licensed power, but if you are constantly 
at 105% it can be considered a violation, since you are not just 
fluctuating around 100% which is the target value.
