Actually, it is because of the broadcasters!

The first generation DTV sets were quite sensitive - so much so that with an
outdoor antenna they could pick up network affiliates from several markets, so
the broadcasters complained and the manufacturers made them numb.

BANG! Hear that? That's the TV stations shooting themselves in the foot-
again!
