The story I heard was that back in the early 1990's, the GSA developed a new
building in an out-of-the-way location in Southwest part of the District
of Columbia.  It was called the Portals, at 12th. and Maryland Ave., on
the far southwest side of the D.C. Mall.  The GSA wanted the FCC to move
there so as to justify the money that the GSA spent on the building.  The
FCC didn't want to move from M Street because the Portals building was some
distance away from the K Street politics, restaurants and the lawmakers on
Capitol Hill.  The FCC initially thwarted the GSA's effort to move the FCC
by claiming that the Portals didn't have enough building security.  The GSA
said OK, you want security, we'll give you security.  And the GSA added metal
detectors, bag x-ray machines, more security people and an expanded inspection
procedure at check-in.  The FCC was forced to move to a location they didn't
want to relocate to.
